Q: Do we have federal and state guidelines for when to lower the flag to half-staff? If so what are the guidelines and who ensures we are following them here at Meadowlark Hills? 

Each morning the Hospitality Staff checks online to see if the President or the Governor has ordered the flag to be flown at half-staff. This is done by using the Flag Code, which is a set of federal provisions detailing all flag protocols. However, this code is not a law and does not therefore govern private individuals and organizations. Only federal buildings, grounds and naval vessels are required to abide by the provisions of this code. 

The section pertaining to flying flags at half-staff is titled “Display of Flag at Half-Staff Upon Death of Certain Officials and Former Officials.” In this section, it explains that the President may order the flag to be flown at half-staff for stipulated periods “upon the death of principal figures of the United States Government.” The President may also order the flag to be flown at half-staff upon the death of a leading citizen, not covered by law, as a mark of official tribute to their service to the United States. Martin Luther King, Jr. is among those who have been honored. In addition, a Governor or the Mayor of the District of Columbia may direct the national flag to be flown at half-staff in the event of the death of a present or former official, or a member of the Armed Forces from their respective state, territory, or possession.
